Background:

Harbor comes from a big city in another dimension, not unlike Gotham city, with tall buildings and where crime ran wild. Wanting to change something about it, while still remaining hidden from humans, he took on crime fighting as a vigilante, with Glitch as his sidekick. When a portal to Lunerest opened, they crossed it together. It makes sense that they'd all join the Defenders of Justice together, though they still have some problems with adapting (especially going from working independetly to working under a superior). He's very loosely inspired by Batman, with Hoshi serving as his "Joker", though unlike Batman he isn't a dark or "broken" character (yet??).
